Right to Information
"Subject to the provisions of this Act, all citizens shall have the right to information."
Any Indian citizen who desire to obtain any information may apply in writing or through electronic means in English or in Hindi or in the official language of the area accompanying such fee as prescribed.
Normally, an applicant is not required to submit any proof of citizenship. However, if the CPIO has any doubt about the identity of the applicant he can seek for his proof of identification.
The prescribed fee is as under :
A request for obtaining information under sub-section (1) of Section 6 of the Right to Information Act,2005 [hereinafter referred to as “the Act”] shall be accompanied by an application fee of 10/- [Rupees Ten only] by way of cash against proper receipt or by a Demand Draft or Bankers’ Cheque or Postal Order payable to the “Rajasthan Gramin Bank”.
Guidelines for obtaining Information
For providing the information under sub-section (1) of Section 7 of the Act, the fee shall be charged by way of cash against proper receipt of by a Demand Draft or Bankers’ Cheque or Postal Order payable to the “Rajasthan Gramin Bank” at the following rates:
-
a) Rs. 2/- (Rupees Two only) for each page (in A-4 or A-3 size paper) created or copied;
b) actual charge or cost price of a copy in large size paper;
c) actual cost or price for samples or models; and
d) for inspection of records, no fee for the first hour, and a fee of Rs. 5/- (Rupees Five only) for each fifteen minutes (or fraction thereof) thereafter.
For providing the information under sub-section (5) of section 7 of the Act, the fee shall be charged by the Rajasthan Gramin Bank at the following rates :-
-
a) for information providing in diskette or floppy 50/- (Rupees Fifty only) per
diskette or floppy; and
b) for information provided in printed form at the price fixed for such publication or Rs. 2/- (Rupees Two only) per page of photo copy for extracts from the publication.
However, no fee is to be charged from the person who is below the poverty line as may be determined by the appropriate government.
A citizen has a right to seek such information from a public authority which is held by the public authority or which is held under its control. This right includes inspection of work, documents and records; taking notes, extracts or certified copies of documents or records; and taking certified samples of material held by the public authority or held under the control of the public authority. It is important to note that only such information can be supplied under the Act which already exists and is held by the public authority or held under the control of the public authority. The Central Public Information Officer is not supposed to create information; or to interpret information; or to solve the problems raised by the applicants; or to furnish replies to hypothetical questions.
A citizen has a right to obtain information from a public authority in the form of diskettes, floppies, tapes, video cassettes or in any other electronic mode or through print-outs provided such information is already stored in a computer or in any other device from which the information may be e-mailed or transferred to diskettes etc.
The information to the applicant should ordinarily be provided in the form in which it is sought. However, if the supply of information sought in a particular form would disproportionately divert the resources of the public authority or may cause harm to the safety or preservation of the records, supply of information in that form may be denied.
In some cases, the applicants expect the Central Public Information Officer to give information in some particular proforma devised by them on the plea that they have a right to get information in the form in which it is sought. It need be noted that the provision in the Act simply means that if the information is sought in the form of photocopy, it shall be provided in the form of photocopy, or if it is sought in the form of a floppy, it shall be provided in that form subject to the conditions given in the Act. It does not mean that the CPIO shall re-shape the information. This is substantiated by the definition of the term 'right to information' as given in the Act, according to which, it includes right to obtaining information in the form of diskettes, floppies, tapes, video cassettes or in any other electronic mode or through print-outs provided such information is already stored in a computer or in any other device. Everywhere in the Act, the word 'form' has been used to represent this meaning.
A citizen has a right to get 'material' from a public authority which is held by or under the control of that public authority. The Act, however, does not require the Public Information Officer to deduce some conclusion from the 'material' and supply the 'conclusion' so deduced to the applicant. It means that the Public Information Officer is required to supply the 'material' in the form as held by the public authority, but not to do research on behalf of the citizen to deduce anything from the material and then supply it to him.

If a public authority fails to comply with the specified time limit, the information to the concerned applicant would have to be provided free of charge.
Appeals :
The appeal should be disposed off within 30 days of receipt of the appeal.
In exceptional cases, the Appellate Authority may take 45 days for its disposal for which reasons are recorded.
- Central Assistant Public Information Officer (CAPIO) :Central Assistant Public Information Officer will receive the application/request for information or the appeals under the Act and forward the same immediately to the Central Public Information Officer as the case may be.
- Central Public Information Officer : The Central Public Information Officer is required to process the request for providing the information and dispose-off the same; either by providing the information or rejection the request, within a period of 30 days from the date of receipt of request.
- Appellate Authorities : The Appellate Authority will entertain and dispose-off appeals against the decision of the CPIO as required under the Act.
- Branch Managers of all Branches will be Central Assistant Public Information Officer under provision of the Act.
- All the Regional Managers at Regional Business Offices of the Bank will be Central Public Information Officer for Branches of the respective regions.
- For information related to the Regional Offices and Head Office, the designated Central Public Information Officer will be at Head Office.

A) In pursuance of section 4(1)(b) of the Right to Information Act, 2005, the information in respect of Rajasthan Gramin Bank is given hereunder:-
The Government of India, vide its Extraordinary Gazette Notification No. CG-DL-E-07042025-262329, dated 07 April 2025, has approved the amalgamation of Rajasthan Marudhara Gramin Bank and Baroda Rajasthan Kshetriya Gramin Bank (sponsored by Bank of Baroda), into a single new entity – Rajasthan Gramin Bank. This newly formed RRB is sponsored by the State Bank of India and is effective from 01 May 2025. The area of operation is State of Rajasthan.
Institution accepts deposits from public under various deposit schemes and finance in area of operation for the purpose of overall economic development of rural areas with technical development through various loan and advance schemes.
About UsAll Officers have certain financial powers and administrative powers depending upon their positions. The delegation of financial powers to various grades of officials is decided by the Board of Directors, and is revised from time to time, depending upon the requirements of the Bank, as also Government/RBI guidelines. Regarding sanction of loans, each officer of the Bank will consider loan proposals and take a decision in terms of the scheme of delegation of powers, on the merits of the proposal(s). All the officers of the Bank are expected to discharge their duties and responsibilities with integrity and due diligence.
There is well-defined system in the Bank regarding the decision making process. Different officials depending upon their positions and through the committee approach take financial decisions at various levels. Branches accept the applications for various loan schemes and regarding their discretionary power it is decided to process it at branch level or forward to higher authority, for their consideration. Further, there is a clear system of accountability and control system, which also take into account the NABARD / RBI / CVC guidelines.

Regarding the core functions of the Bank i.e., accepting deposits and sanction of loans, the interest rates for deposits/advances and different deposits as well as loan products, are displayed on the Bank’s websites and also made available at all the Branches. Regarding sanction of loans, each officer of the Bank will consider loan proposals and take a decision in terms of the scheme of delegation of powers, on the merits of the proposals. All the officers of the Bank are expected to discharge their duties and responsibilities with integrity and due diligence.
There are quite a number of documents like manuals, book of Instructions, codified circulars, scheme of delegation of powers, proceedings of the board etc. and also periodical circulars used by the employees for discharging various functions.
These are mainly,
- License issued by Reserve Bank of India.
- Record of the proceedings of Board Meetings, meetings of various committees.
- Documents related to opening of accounts by customers.
- Documents executed by customers, borrowers, guarantors & contracts with third parties, etc., which are kept in the custody of concerned departments/branches
In each Branch Complaint/Suggestion Box and Complaint/Suggestion Book are kept through which members of public may register complaint/suggestion. Except of it, public members may register their complaint/suggestion through Bank website.
Bank’s annual results/reports are published in the Bank’s website periodically for information of the public which would give an idea about the policies of the Bank and implementation thereof.
Bank has appointed various Committees for different purposes. The following are some of the important Committees who are managing the key affairs of the Bank:

Public are not entitled to participate on the above committee meetings and minutes are not accessible to public.
Since the number of employees is quite large and they are subject to transfers, it is not possible for the Bank to keep the same updated from time to time. Any person interested in seeking the information about any officer or employee of the Bank can approach the CAPIOs in that behalf.

There are no plans and budgets for expenditure of public money and disbursements and the provision is not applicable in “Rajasthan Gramin Bank”.
There are no subsidy programs or plans for lending activities as a whole, except for targets for priority sector lending. There are different schemes for advances of the Bank, the terms and conditions are already available on the Bank’s website.
There is no program in the Bank for grant of concessions, permits, and authorizations etc. and there is no material in the Bank relevant to this provision.
